Here's how it works: If you have a problem with a government employee, you call this agency and they send you out a a numbered form you fill out and get notorized. It goes back to them in a permenant public file. Then we could trace a history on abusive and/or lazy government workers.
Let's say a police officer in a predominately White area has a bad habit of stopping Blacks and hling them or calling them "nig****" You know that if the Black person complains to the officer's supervisor, NOTHING, NOTHING, NOTHING with get done, but if the Black person and his attorney could go back and fine out that the officer in question has done this to, say ten other Blacks, there would be some serious questions to be answered.
You are right. Until there is some incentive for them to do their , a lot of them will not do what they are paid to do. They are public servants, but a lot of them think they are gods.
